CAMFED is a non-governmental organisation (NGO) that is active in Ghana, Malawi, Tanzania, Zambia and Zimbabwe. CAMFED supports marginalised girls from low-income communities, primarily in rural communities, with economic and social support through school and beyond, into positions where they are financially independent and can potentially influence their communities. CAMFED is planning to implement a Livelihoods programme focuses on supporting women to transition to secure livelihoods - by growing thriving enterprises, pursuing tertiary education and / or securing employment. It enables women to lift themselves out of poverty, to improve their own lives and those of their families, and to choose increase their philanthropy and support more girls in school. The Livelihoods programme consists of a) a Transition Programme delivered soon after completion of secondary school whereby young women receive career advice, orientation into the peer support network represented by the CAMFED Association, information on sexual and reproductive health, and guidance on how to set up a small business; and b) a Business Guide Programme that builds on the transition programme. Experienced CAMFED Association entrepreneurs volunteer their time as Business or Agriculture Guides to help women sustain and grow their micro- enterprises. Despite some evidence of the positive impact of CAMFED’s livelihoods support in other settings, CAMFED is keen to build further evidence base for the Livelihoods programme using a more rigorous and participatory methodology for evaluation with the inclusion of a comparison group in Tanzania and Zimbabwe. This work will be conducted from August 2024 to July 2027 in partnership with the London School of Hygiene and Tropical Medicine (LSHTM). The three-year evaluation research (2024-2027) will have two research questions/ components: 1. To what extent and how does CAMFED’s livelihoods programme impact young women’s participation in livelihoods, livelihood skills, incomes, leadership, health and well-being during the transition to adulthood? (IMPACT EVALUATION) 2. What is the cost-benefit analysis of CAMFED’s livelihoods programme on well-being, health and livelihoods? (ECONOMIC EVALUATION -COST-BENEFIT ANALYSIS) Ifakara Health Institute (IHI) in collaboration with the LSHTM will lead the economic evaluation of the CAMFED Livelihood programme in Tanzania and Zimbabwe. The economic evaluation will focus on Cost- Benefit Analysis (CEA).
